Overview

On April 2, 2024 a project permit was issued to BC Ministry of Transportation and Infrastructure to undertake repairs to the Barnston Island Ferry Terminal at Port Kells terminal located on the south bank of Parsons Channel of the Fraser River, in Surrey, British Columbia on federal lands and waters managed by the Vancouver Fraser Port Authority. 

The project was approved subject to 40 permit conditions the applicant must meet to ensure the project does not result in any significant adverse environmental effects. Please see the Canadian Impact Assessment Registry for the Notice of Intent and Notice of Decision. 

About the project 

The BC Ministry of Transportation and Infrastructure (MOTI) proposes to carry out repairs to the Barnston Island Ferry Port Kells terminal located on the south bank of Parsons Channel of the Fraser River. Repairs would be made to the end-of-dock and fender float. There will be no increase in the overall footprint of the terminal. The Project consists of the following:

  • Replacement of existing timber decking and respective supporting structure over a 3.2 metre by 4.2 metre area
  • Replacement of 5 existing timber piles with 610 millimeter diameter steel pipe piles in same location
  • Installation of nine timber stringers that span from original end of dock location to current end of dock location
  • Installation of a new steel box beam pile cap and connections between box beam and steel piles and box beam to new timber stringers
  • Installation of grout between steel box beam pile cap and steel pipe piles
  • Installation of five 150 mm x 305 mm timbers at the end face of the end of dock repairs
  • Replacement of two berthing pontoons with two new 12.6 metre by 3.6 metre pontoons of steel construction
  • Installation of four 762 millimeter diameter steel pipe piles (within 5 m of existing piles)
  • Installation of two 356 millimeter diameter steel pipe piles
  • Installation of timber log debris boom
  • Removal of two 762 millimeter diameter steel pipe piles and one 914 mm diameter steel pipe piles
  • Removal of existing timber float
  • Removal of existing fender logs and one existing sunken steel fender float
  • Relocation of existing timber fender float
