Overview

In September 2023, Beedie Fraser Mills LP submitted a request for permit extension and change of scope PER No. 19-074. The proposed Fraser Mills Foreshore Improvements – Amendment 02 spans the waterfront adjacent to 2 King Edward Street, in Coquitlam, British Columbia on federal lands and waters managed by the Vancouver Fraser Port Authority.

As part of the Project and Environmental Review for the proposed project under the Impact Assessment Act, the proposed project was posted on the Canadian Impact Assessment Registry with an opportunity for public comment between August 13 and September 11, 2024. The port authority will conduct formal consultation activities with stakeholders and Indigenous groups.

About the proposed amendment:

Fraser Mills Properties Ltd. (the Permit Holder) under the existing permit PER No. 19-074 is planning to undertake approximately 800 metres of foreshore improvements, which includes landscaping, habitat planting, stormwater improvements, and modifications to the existing 90-metre-long wharf.

The Permit Holder has requested an amendment to PER No. 19-074 to add additional scope components relating to the existing wharf improvements to meet new building code requirements and ensure structural integrity of the wharf, including:

  • Replacement and extension of a sheet pile wall debris barrier and an addition of a debris boom, including approximately 6 steel pipe piles
  • Installation of a concrete retaining wall at the top of the riverbank, approximately 100 metres long\
  • Installation of a sheet pile wall, approximately 90 metres in length, within the bed of the river in front of the wharf
  • Placement of approximately 805 square metres of riprap beneath the wharf within the intertidal and subtidal area including subsurface ground improvements as needed.
  • Placement of approximately 965 square metres of aggregate fill and dredged sand beneath the wharf in the intertidal and subtidal area including subsurface ground improvements as needed.
  • Creation of an intertidal marsh, approximately 275 square metres and a tidal channel, approximately 88 square metres, beneath the wharf

The Permit Holder is also requesting to extend the expiry date of the permit as a precautionary measure and to undertake works outside standard construction hours to accommodate the low tide schedule.

 
Permit issued 
In December 2020, a project permit was issued to Beedie Fraser Mills LP (the Applicant) to undertake foreshore improvements to an approximate 600 metre length of waterfront on the north side of the Fraser River in Coquitlam, known as Fraser Mills. 
 
The site is on federal lands and waters managed by the Vancouver Fraser Port Authority. The project was approved subject to 48 permit conditions that the Applicant must meet to ensure the project does not result in significant adverse environmental effects.  Please see the Impact Assessment Act Registry for the Notice of Intent and Notice of Decision. 
 
Amendment issued
On November 25, 2021, amendment PER No. 19-074-01 was issued to Beedie Fraser Mills LP. The amendment extended the duration of permit PER No. 19-074 from December 31, 2022 to December 31, 2024. Details on the amendment are below:
 
  • The Permit extension was requested to enable physical activities related to the completion of the Fraser Mills Foreshore Improvements up until December 31, 2024. 
  • The extension was requested as a result of leasing delays. The scope of works that will be completed during the extended period remains unchanged, and includes landscape improvements and landscaping, storm water improvements, and changes to the existing wharf. 
 
About the project 
Beedie Fraser Mills LP are proposing foreshore improvements to an approximate 600 metre length of waterfront on the north side of the Fraser River in Coquitlam, known as Fraser Mills. The proposed works within the port authority jurisdiction relate to landscaping, storm water, and the existing wharf. The proposed upland residential development (the Fraser Mills Waterfront Village development site), is within the jurisdiction of the City of Coquitlam, and does not form part of this application review. 
 
The proposed landscaping works along the foreshore include the installation of sections of an asphalt pathway, a one metre high wooden fence along the top of the rip rap bank and landscape planting. Also proposed are improvements to an alluvial fan at the location of the historic confluence of Como Creek and the Fraser River, to create a storm water outfall. These works would include vegetation clearing, as well as excavation of existing rip rap and historic fill to approximately 4.5 metres, and construction of a drainage channel lined with a granular filter/bedding layer, topped with infilled riprap and boulders. Habitat planting is proposed along the east and west banks of the alluvial fan outfall. Improvements are also proposed to an existing wharf structure within the project area. These works would include the replacement of the existing timber deck with a new timber deck, handrail and lighting, and the installation of a 91 metre long sheet pile wall. 
 
The works are anticipated to commence in Spring/Summer 2021 and would take approximately six months to complete.
